The present work aims to approach, holistically, the content of the Administrative Improbity Law after the changes promoted by Law n. 14,230/2021. It focuses on the volitional element for the configuration of illicit conduct to, then, address the issue of retroactivity in the light of the STF decision. It analyzes the figure of the public agent and the different types of improbity. It analyzes the issue of prescription, assets and administrative procedure, as well as the judicial one. It analyzes the exclusive legitimacy of the Public Ministry and the distinctions between the improbity action and the public civil action.
