Good governance and proximity (public policies and citizen participation)

Abstract

This article provides a critical analysis of the foundations of good governance within the framework of the social and democratic rule of law, advocating for a renewed emphasis on citizen participation as a fundamental component of public policy legitimacy. Through ethical and legal reflections, the author argues that proximity between rulers and citizens is essential for the effective realization of the common good. The work denounces the technocratic appropriation of public space and proposes a participatory reconstruction of the State based on human dignity, subsidiarity, and social dialogue. Participation is presented both as an end and as a method of political action, emphasizing its free, inclusive, and transversal nature.
