Legal framework for lottery activities

In this article we discuss the legal nature of lottery activities, as well as the models for delegating their provision to the private sector. More specifically, this article delves into the notion of public service assimilated by our law, in order to verify that lottery activities are qualified as public services. Finally, we looked at the ways of delegating public lottery services and concluded that public service concessions, unlike other transfer mechanisms, including precarious ones such as permits, are not legally suitable for transferring the operation of these activities to the private sector.
