Public exam and academic requirements: An analysis of administrative act nullity due to inadequate grounds

This opinion examines the validity of an administrative act by the Federal University of Rio Grande do Norte (UFRN), which denied the appointment of a candidate approved for the position of visual programmer, alleging that he did not meet specific academic requirements as stated in the announcement. It argues that the administration misapplied the concept of "related field," disregarding the candidate’s experience and qualifications, thus violating the principles of legality, reasonableness, and efficiency. The opinion concludes that the administrative act should be nullified due to a lack of valid grounds.
